This is a mailer from Ike Leggett's first campaign for an at-large County Council seat in 1986. Leggett finished second that year and finished first in his next three races. Leggett's record of winning six county-wide elections has been surpassed only by Neal Potter, who served six terms on the council and one as County Executive.
