MCDCC Announces Britto Appointment to District 16 Delegate Seat

The Central Committee is also announcing the election of Francine Towbridge-Winston to the at-large committee seat being vacated by Shirley Rivadeneira and the re-election of student member Chloe Miller. Following is their press release.

Democrats Name Karen Britto to Open District 16 House of Delegates Seat

Elect Francine Towbridge-Winston to Committee At-Large Member Seat.

Elect Chloe Miller to Committee Student Member Seat


The Montgomery County Democratic Central Committee met on May 11, 2010 and held three elections.

The Committee named Karen Britto, of Chevy Chase, to fill the District 16 House of Delegates seat for the remainder of the current term which was vacated by the resignation of Bill Bronrott. Britto stated that she will not run for any public office in the September 2010 primary election. The vote of the 21 Committee members present was 20 votes for Ms. Britto and 1 abstention. The other six candidates received no votes. Britto’s name is now forwarded to the Governor who will appoint her to the seat. Britto said she would donate her salary to the Committee’s charitable organization, the Serving our Communities Committee.

Britto is Manager of Federal Affairs for DTE Energy in Washington, DC. She lobbys and analyzes federal issues in the areas of interest to DTE. Previously she was with the National Association of State Development Agencies and the National Conference `of State Legislatures. Britto received the Bachelor of Arts degree from Villanova University and the Master of Arts degree from Howard University. She is the first African American Woman to serve in the General Assembly from Montgomery County. She has been Chair of the Central Committee since 2001 and will continue in that position at least through the Democratic Party’s election of Members at the September primary. Francine Towbridge-Winston of Montgomery Village was elected as a Committee Member-at–Large. She is Precinct 39/09-05 Democratic Chair and received the Committee’s Community Service award on May 2, 2010. She may be reached at 240-252 9836

Chloe Miller of Darnestown was reelected as a Student Member. She is a junior in Northwest HS. She has been very supported of the Committee’s activities and may be reached at 301-963-9474.
