Central Committee Candidate Gabriel Albornoz

Gabe Albornoz is a member of the Montgomery County Democratic Central Committee from District 18.

I am asking the Democratic voters to return me to the Montgomery County Democratic Central Committee (MCDCC) because I have been an effective member and will be even more effective in the future. While serving on the MCDCC this year, I have served on a number of committees including the gala auction, 2010 Census, and co-chaired the Serving Our Communities Committee (SOCC). The SOCC has developed meaningful volunteer opportunities at important local non-profit organizations to further demonstrate the Party’s commitment to improving our communities. Activities this year included preparing and serving food at a homeless shelter and clearing away trash and debris at Sligo Park.

My background includes strong ties to Montgomery County, having grown up in the County and lived here my entire life. I have lived in Gaithersburg, Silver Spring, Bethesda and now Kensington. I am very familiar with the rich tradition of the Democratic Party in the County, as well as the growing diversity in our communities. Our school system, for example, is now majority minority, and this trend clearly indicates a shift in demographics, which is especially true in District 18.

As these changes indicate, it is an important time for the Democratic Party in Montgomery County and in Maryland. I feel uniquely equipped to take advantage of this opportunity. My Latino heritage and ability to speak Spanish fluently are strengths that I bring to the MCDCC. My professional background in grassroots community organizing and advocacy at the Children’s National Medical Center and the Latin American Youth Center have also helped prepare me for this position. I believe these experiences will prove valuable as the Party looks to increase voter participation from the northern areas of District 18, as well as in traditionally strong Democratic strongholds in other parts of District 18. If given the opportunity to serve again, I will work hard to continue to support the MCDCC in any way I can.

Central Committee Candidate Elly Shaw-Belblidia

Elly Shaw-Belblidia is currently a District 17 representative on the Montgomery County Democratic Central Committee; she is seeking election to an at-large seat this year.

Regarding Montgomery County Democratic Central Committee (MCDCC): MCDCC members are the bedrock of the Democratic Party in Montgomery County, and Montgomery County is the Democratic engine of Maryland. Everyone on the MCDCC slate is committed to doing what it takes month by month, year after year, election time and non-election time, to keep the party strong and to represent the diverse population of Montgomery County. They have shown they have the skills, energy, and time to put into the party. A strong party requires nurturing the grassroots through our precinct system, training precinct leaders, ensuring that as many voters as possible can get to the polls and cast their ballots through our representatives on the Board of Elections, voter registration, community outreach at fairs and other public events, fundraising, distributing information about the candidates and issues for the general election, community service, and much more. Our goal is to elect Democrats, so far we have a good record, and we intend to keep it up.

Central Committee Candidate Victor Weissberg

On why he is running for reelection to the Montgomery County Democratic Central Committee:

I am seeking re-election to the Montgomery County Democratic Central to continue the work of getting those who share our progressive traditions of the Democratic Party elected. As someone who has been active in Montgomery County politics since the 1970's (as a kid), I have seen the County's process for getting individuals elected evolve. I would like to continue to play a role in that process and build a better, more diverse, inclusive and effective Democratic Party. With the continued trust of the voters of District 18, I look forward to being able to make an even greater contribution towards building a more vibrant and successful Democratic Party here in Montgomery County.

Elect Francine Towbridge-Winston to Committee At-Large Member Seat.

Elect Chloe Miller to Committee Student Member Seat

The Montgomery County Democratic Central Committee met on May 11, 2010 and held three elections.

The Committee named Karen Britto, of Chevy Chase, to fill the District 16 House of Delegates seat for the remainder of the current term which was vacated by the resignation of Bill Bronrott. Britto stated that she will not run for any public office in the September 2010 primary election. The vote of the 21 Committee members present was 20 votes for Ms. Britto and 1 abstention. The other six candidates received no votes. Britto’s name is now forwarded to the Governor who will appoint her to the seat. Britto said she would donate her salary to the Committee’s charitable organization, the Serving our Communities Committee.

Britto is Manager of Federal Affairs for DTE Energy in Washington, DC. She lobbys and analyzes federal issues in the areas of interest to DTE. Previously she was with the National Association of State Development Agencies and the National Conference `of State Legislatures. Britto received the Bachelor of Arts degree from Villanova University and the Master of Arts degree from Howard University. Karen Britto Will Be District 16 Delegate Caretaker

Montgomery County Democratic Central Committee (MCDCC) Chair Karen Britto will be the committee's choice to be the next Delegate from District 16 tomorrow night. But there's a catch: Britto is only serving as a caretaker and will not run for election.

Under state law, when a state legislator leaves office prior to the end of his or her term, the county central committee of that legislator's party picks the successor. If the party cannot pick a successor, the Governor decides. Delegate Bill Bronrott resigned only seven months before the next election with no General Assembly voting sessions remaining. MANY people in the district would have been interested in being selected for the vacancy and running on a slate with the incumbents, but MCDCC was not interested in giving any active candidate such an advantage. So the committee decided instead to select a caretaker, or a candidate who would agree not to run, so that the third Delegate seat could have an unencumbered election.

The problem was finding someone who could be trusted not to run. After all, promises can be broken. So the committee is going to select its leader, Chevy Chase resident Karen Britto, to fill the role. Britto will be donating her legislative salary to charities that work with MCDCC to feed the homeless. Britto has turned down multiple opportunities to run for Delegate or be appointed to the position in the past, so her word is regarded as beyond doubt by the committee.

MCDCC deserves great credit for encouraging open competition for Bronrott's seat this fall.

MCDCC Likely to Choose Caretaker for District 16 Appointment

In its meeting on Tuesday night, the Montgomery County Democratic Central Committee (MCDCC) did not pick a replacement for retiring District 16 Delegate Bill Bronrott. That will happen at the Central Committee’s May 11 meeting. But the committee did make an important decision by clearly indicating its preference to nominate a caretaker for a legislative vacancy under circumstances resembling Bronrott’s resignation.

Maryland’s constitution provides that state legislative vacancies are filled through appointments by the party central committees matching the county and party of the departing legislator. So in the case of a departing Democratic legislator in Montgomery County, such as Bronrott, the 23-member MCDCC would have the responsibility of picking the successor. Under the constitution, the committee has thirty days after the date of a legislator’s departure to send a nominee’s name to the Governor. If the committee does not decide on a nominee, the Governor is free to select any member of the resigned legislator’s party who resides in the district to fill the vacancy.

MCDCC passed the following change to its rules on a 22-1 vote, with Milt Minneman the sole dissenter.

§ 5A. Gubernatorial Election Year Vacancies.
This section deals with special situations caused by vacancies occurring in the last year of a legislative term.

If the meeting called for in §§ 4 or 4A of this Policy is to take place between

the last day of the regular session of the Legislature in a gubernatorial election year; and

the day of the gubernatorial primary election, then

the Central Committee will give preference to selecting a person who has publicly agreed to not run as a candidate for any public office in the upcoming primary election.

If

the meeting called for in §§ 4 or 4A of this Policy is to take place after the deadline for filing as a candidate for the a seat in the Legislature; and

the number of Democratic candidates for the seat equals the number of seats that will be on the general election ballot; then

(notwithstanding subsection (a), above) the Central Committee will give preference to selecting one of the Democratic candidates who has filed for the seat.

If

the vacancy takes place after the deadline for filing as a candidate for a seat in the Legislature; and

the legislator who caused the vacancy was at the time a candidate for re-election; and

section 4(c) of the Policy on Filling Candidate Vacancies for Positions Elected Entirely Within Montgomery County provides an earlier day than §§ 4 and 4A of the Policy on Legislative Vacancies; then

the meeting to fill the legislative vacancy will be held on the date specified in section 4(c) of the Policy on Filling Candidate Vacancies for Positions Elected Entirely Within Montgomery County.
This is a very wise decision by MCDCC. The individual selected to fill out Bronrott’s term will almost certainly not be casting any votes in Annapolis as the term’s four general sessions are over and no one believes a special session is imminent. So this nomination would be purely a ceremonial appointment. If the nomination went to an active candidate, its only function would be to prejudice the outcome of the party primary in September. MCDCC has stated its preference to stay out of that fight and let the many qualified contenders in District 16 duke it out for the open seat.

District 16, which includes Bethesda and parts of Potomac and Chevy Chase, is jam-packed with ambitious, smart people who would love to go to Annapolis. We could be seeing a great race there this summer.

Montgomery County Democratic Party Award Winners

By Marc Korman.

On Sunday, May 2nd the Montgomery County Democratic Party is holding its annual Spring Ball. As part of the annual event, the Party gives out awards to dedicated Democrats. I am pleased to announce those winners here.

Jack Dean-Helen Peacock Precinct Official of the Year Award
The Precinct Official of the Year award is presented in recognition of outstanding Democratic Party activism within the precinct organization. The award is named in memory of Jack Dean and Helen Peacock, two outstanding precinct officials. Jack Dean was a founding member of the Eastern Montgomery Democratic Club. Helen Peacock was a member of the Democratic Central Committee. The award originated as a District 20 Democratic Caucus honor, but in 1982 became a County-wide award.

Previous winners have included District 16 activist Sue Byrnes, District 15 activist David Bailey, and former Central Committeemember Karen Czapanskiy.

This year’s award is being split between Lucy Freeman and Sylvia Diss. Lucy is the Precinct chair in Somerset and has been tireless in her efforts for Democrats. Her efforts have included house parties and local canvasses to bring new neighbors into the party. Syliva is a District 15 precinct official who created a palm card for officials to use when walking their neighborhoods.

Rosalie Reilly Lifetime Service Award
The Lifetime Service Award is given for outstanding commitment and contributions to the County Democratic Party. Rosalie Reilly was the County Registrar of Wills from 1978 to 1989 and chaired the Maryland Democratic Party. The award began in 1989.

Previous winners have included former County Executive Doug Duncan, former Delegate Don Robertson, and former State Senator Idamae Garrot.

This year’s award is going to former Delegate Carold Petzold from District 19. In addition to her service in Annapolis, Delegate Petzold has served on the Aspen Hill civic Association, Aspen Hill Friends of the Library, the Maryland Network Against Domestic Violence, and many other community organizations.

Rita Morgan-Bruce Jerney Community Service Award
The Community Service Award was established in 1985 to bring attention to party activists who devote a substantial time to community service. Jerney was a precinct official and worked with mentally and physically disabled children in Takoma Park. Morgan was active in supporting fair housing and worked with autistic children.

Previous winners have included Gino Renne of MCGEO, Former Council members Bruce Adams and Donell Peterman, and former Planning Board Chairman Norman Christeller.

This year’s winner is Francine Towbridge-Winston. Francine is a District 39 activist who has helped start the Montgomery County Democratic Party’s Serving Our Community Committee. The committee is a new effort of the local party to do more community service in addition to political work.

Kelsey Cooke Volunteer of the Year Award
The Volunteer of the Year Award was created in 1998 to honor an outstanding year of volunteer activity by a Party activist. The award is named after Kesley Cooke Meyersburg, a hard working activist who continued her efforts even after undergoing kidney dialysis three times a week.

Previous winners have included the Craig Rice Campaign Team in 2006 and former Congressional candidate Don Mooers.

This year’s winner is Eliot Greenwald from District 16. Eliot practically moved to Virginia during both the 2008 and 2009 campaigns. Closer to home, Eliot gave significant time to the Democratic nominees in the Council District 4 Special Elections that elected Don Praisner and Nancy Navarro.

Democrat of the Year Award
The Award goes to a person who has given outstanding service and commitment to the Democratic Party over the past year. Previous winners have included the Bethesda Obama Office, Catherine Leggett, and Maryland Democratic Party Chair Susie Turnbull.

This year’s winner is Kate Rhudy. Kate is a District 20 resident and the Democratic Party’s liaison to the Board of Elections. That liaison role is especially important now as we implement early voting for the first time.

In addition to these Central Committee awards, the Democratic Trustees (former Democratic elected officials) have given their annual award to Gene Counihan. Gene was a Delegate and currently serves as chair of the Washington Suburban Sanitary Commission.

I hope you will join me in congratulating all of this year’s award winners at the Spring Ball on Sunday, May 2nd.

Author’s Note: Special thanks to MCDCC Secretary Elliot Chabot for much of the information presented here.
