The Montgomery County chapter of the National Organization for Women (NOW) has released its early endorsement list. Its first picks are:

NOW says, "This is not a final list, and candidates will be added as they are endorsed." Fair enough. Most early endorsements are no-brainers, that is, people who are obvious picks because of their long records of support in and out of office. By that measure, why are so many of the county's most renowned female candidates off the list, like former NARAL staffers Cheryl Kagan and Ariana Kelly? Why was Duchy Trachtenberg, a former President of Maryland and MoCo NOW, not endorsed? And how about Marc Elrich, who worked with George Leventhal on the successful 2007 bill to protect domestic workers?
Wow, NOW.

Thanks for the coverage, MPW! A few additional facts:
MCNOWPAC Montgomery County NOW's Political Action Committee (Not MC NOW or NOW's national organization) is making these endorsements. Candidates must fill out a questionnaire http://mcmdnow.org/PACForm.html to apply for an endorsement.
So the quick answer to most if not all of the questions about why some candidates weren't endorsed is, they hadn't applied. Since this list came out, additional endorsements were released, with even more to come!

As a big fan of Maryland Politics Watch - and as MCNOWPAC Chair - I'm sorry that this post got past me. Mike Hersh explained it correctly: we review questionnaires as they come in. What was posted was our first round, and we've now completed our fourth round. The website explains that those endorsed have submitted questionnaires that document their commitment to furthering women's equality and their concerns.
