Tony Knotts Offers Supporters a Vacation

Prince George's County Executive candidate Tony Knotts is offering supporters a vacation in Shenandoah in return for contributions. Is this legal? And if the resort is effectively subsidizing these vacations, will that be reported as an in-kind contribution? What makes this even more bizarre is that Knotts missed the filing deadline.
