Howard Kurtz reports that the Washington Times is laying off at least 40% of its staff and is shifting to free distribution resembling the model of the Examiner. Part of the reason for the sharp reduction is a cutback in the subsidies paid to the paper by its owner, Reverend Sun-Myung Moon's Unification Church. The Times is likely to cut all local news and sports coverage.
